816 Nuclear Military Plant (often referred to as Project 816) is a large-scale subterranean complex built to house a nuclear reactor and associated production infrastructure inside a mountain. Construction began in 1966 as part of a secret inland programme intended to protect strategic industry from attack, with the facility designed for extreme resilience, including blast protection and high seismic tolerance.
The project required a massive workforce and years of excavation, creating an interconnected system of tunnels, shafts, roads, and cavernous halls on multiple levels. Official accounts record worker fatalities during the build, reflecting the hazardous conditions of long-term underground construction carried out under strict secrecy.
By the early 1980s the plant was nearing completion, but the project was cancelled in 1984 before becoming operational. The site remained largely sealed and unused for decades, later becoming public after declassification. Today, selected sections are accessible to visitors, where raw concrete chambers, industrial voids, and preserved control-room remnants present a stark monument to Cold War paranoia, military engineering, and an abandoned ambition that never reached its intended purpose.
